Trying to lock down Ubuntu 11

A basic user can do things like shutdown, disable networking, and a few other advanced options they shouldn't be able to. Does anyone know of a tool or a way to lock down the OS more than that? I've checked everywhere I could through the GUI OS options, and the only thing I can think of is some command line options to disable that stuff.

Any ideas?
 
Trying to create an image that will be used for public machines that don't allow users to do things like shut down networking, the computer, or alter settings. There seems to be no way to prevent this through the GUI.

Ubuntu might not be the right choice. We used Debian before which did the job right, but wanted a newer OS if possible.
 
Ubuntu is Debian-based. If Debian did the job right, then I say go to a more recent release (I believe 6 is out).

Otherwise, you should be able to use the same tools as you used in Debian to accomplish what you want to do in Ubuntu.

Ubuntu is not completely based on Debian anymore and hasn't been for a few releases. It just mainly uses the Debian packages now.
