Turning Off Group Policy So I Can Use Windows Firewall

I'm not really sure how this happened, but somehow my Windows Firewall got turned off. When I went into prefs to turn it back on, the button to select on (and off) are grayed out. See screen shot below. It says at the top "For your security, some settings are controlled by group policy." As it stands now, my Windows Firewall is turned off and there's nothing I can do to change it. I only have one profile on this computer and i'm the administrator. How can I fix this problem? Thanks.

This fix worked temporarily until I had to do another Windows Update. Any ideas how to fix this? I also don't have Windows Small Business Server 2003 as it states in the fix on that webpage. Thanks.
 
Is your computer on a network?


EDIT: Also, have a a read through of this and run the scans
