TV card jumps when recording from VCR.

Yesterday I bought a new TV card. I can record from VCR on the 2 lower qualities but when I try to record on the higher quals. it jumps/skips and all that. The recording also does it.

Is this just becuase my hardware (processor etc.) isn't good enough? I've got a crappy old Celron so it's probably just that.

128 mb ram

not sure of the motherboard, but i know it's PCI.

yes, im currently saving up for some new hardware.
 
And what about the tv tuner? Model brand? It may not work very efficiently at the higher resolutions.
