TV out through VGA on 200M

I just got a new laptop that has VGA out but to my surprise, has no S-video out. I have one of those cheap vga to TV adapters (not a box, just a cable that says you need TV out through VGA for it to work). I can't get it to enable on the TV. Is there something I'm missing?

I have an ATI 200M
 
You will need to enable the VGA output. Right click background...
Properties > Settings > Display...
Pick the second monitor (in this case a TV) and click Extend the desktop onto this monitor.
This will let you drag windows from one screen to the other, very usefull. I used to have a dual monitor configuration but I sold my old crt.. :( Anyway, if you want to have the same exact thing on each monitor you do that differently, I dont remember how.

This is how I got to hook up my tv to my PC, not that I use it anymore, the quality on the tv is terrible. Anyway, I download CATALYST from http://www.ati.com/ which is an advanced driver for ATI cards. (NVIDIA has something similar) and I put on 'force tv detection' and it worked.
 
Disabled check box

I tried to use force TV output but the check box is greyed out (perhaps because I have no S-video port?). Has anyone figured out a way to make that box work?
