TV tuner and Scart

I want to connect my NTL box to my PC. I believe, i need to get a TV tuner card installed. My query is what is the best possible way to connect the digibox to the tuner card? Is there a TV tuner card which can take in Scart input? I dont want to connect it via RF.

much of the world doesn't use scart, you'll probably need to use a scart to rca converter, and input it that way
