TV-tuner

I'd seriously consider an internal PCI tuner over an external USB. I've used both, and USB is typically more trouble than it's worth. My dad also had that capture deviceyou posted, leSHok(just without a turner) He went though two of them and they never worked right.
 
Ouch well it works perfect for me and it has a really high rating but yeah internals would be better but I am rather lazy and got a USB one.

Computer Specs:768mb RAM, 80gb HD, AMD Athlon™ XP processor 2400+, I am not gonna embarrass my self by saying my graphics card

ehh it would work but the reviews seem pretty bad for it... wait for someone who has an internal responds sorry i cant help =[
 
That card doesn't have an onboard encoder so the quality and performace would be pretty poor. Plus, if you want to capture anything, you're computer would really struggle. I had a similar card in a computer just slightly worse than my desktop in the sig, and it couldn't capture video unless it was about half the normal TV resolution!
