None of the links work(is newegg down???) But I have a WinTV and it's very nice. If you just want to view TV, what you're finding would probably be fine. However, if you want really good quality and possibly GOOD PVR features(IE rewind and pausing live TV) you'd want something like the WinTV PVR 150. They go for around $60-80, but DEFINETLY worth it, espcially if you care to make DVDs. There's no converting required ;)

Oh, and just for you know, if the card says it has realtime encoding, it doesn't! At least not for one that's under say 50-60. Many cheap ones use software encoding so it requires MUCH more processing power. My Athlon 4000 wasn't able to encode much of anything real-time when I was using a cheap capture card...

And as for MCE, I don't think it'd really matter. There is a WinTV PVR made for MCE, but most any SHOULD work.
