I Hoooope U Solve my problem.
yesterday I Saw awesome Templates but the problem is that i want to make that type of theme
Is there any software plz tell me

so you want to make templates or download and use them ?
you have many options as far as html, php etc goes and you have different program which can do them but it all depends on you.
You can either use Adobe Dreamweaver,NVU etc etc, but i can only list a few for more info on creating flash sites go HERE
