Ubuntu, dial-up, lan port or phone line problem

1. I'm not completely sure I have the connection set up properly.
2. When I plug a phone cord into my computer ALL phonelines lose thier dial tone even if the computer it shut down and the surge protector switched off.
3. I'm new to Linux, and Ubuntu but I seem to be able to find things when I want them, and I'm not sure if the OS I have is the problem or not.

My guess is the lan port on the computer, it overrides something that makes the whole phone jack and the other lines into it die. The wierd thing is my computer isn't showing messages like 'no dial tone' or 'can not connect', but it's not loading net pages in Firefox(the browser on the OS disk).
