Ubuntu HTPC Build

Hey hey hey, long time no see.

Been really busy and, during the busy-ness, an idea popped into my head.

I thought I'd build a HTPC. I don't usually build them, I'm more of a...mid-to-full tower person. Any ways, a few questions came up along the road:

1. The hardware should work out of the box. No messing on.
2. It has to be cost efficient. That'll be no problem as Ubuntu requires little power to run.
3. It has to be eco-friendly. All my builds, including 'my' build, is eco-friendly. Just something I can stick a energy-star sticker on.
4. The HTPC will only be sold for internet,blu-ray and TV. No games!

Any help will be greatly appreciated.

P.S - I live, currently, in the UK. I like New-egg, but have trouble finding a way to ship it here.

TV turner - I honestly don't know which one is best. you need to do your research. But make sure they are low-profile

AMD or Intel. I care more about reliability.

The format in US is different from UK. e.g. we are with PAL/ DVB-T
