under active processor

Hi, I have an Intel 3.0 GHZ Core 2 Duo, and when I view my system specs in Windows, it says that the cores are opperating at 1.86 GHZ, and 1.87 GHz. I had it once explained to me that dual cores worked on a system similar to overclocking, and that even though it shows they are underactive, they are actualy functioning normally. However, that source has proven to be not quite as knowledgable as i originally believed. But, is he right? is my processor functioning normally? or is there a way I can speed it up?

I think that might be all it needs to use to run what you are doing, I am no where close to an expert so I guess this is kind of a bump

Yes it's normal, the CPU speeds are simply reduced by lowering the multiplier to conserve power and run cooler.

If its a 3ghz. Core 2, then its probable SpeedStep kickin in. Will underclock it when not under stress. Its like AMD Cool n Quiet.
