Unstable Framerates. Only Sometimes?

So i've started playing this mmorpg and sometimes the framerates are stable at around 25fps. So its decent for smoothness. but sometimes it'll be fluctuating from 5fps to 35fps and that won't be playable. I've checked the videocard temperatures and cpu temperatures when it fluctuates, but they're fine.

When the framerates are fluctuating from 5-35fps, changes in the graphics settings don't do anything. Even if i set it at the lowest resolution and settings, it'll still be the same.

Any idea what the problem is? I'm assuming its a video card problem, but i'm not actually sure. Pls forgive me if i've posted this in the wrong section.

Drivers might be the culprit. I would Download DriverCleaner Pro to clean out the existing ones, then either reinstall the current ones or, what might be more useful, try a newer or older version. If you're using the newest drivers possible, consider going a couple builds back, the newest drivers cause more problems than they solve with older cards.

Could be a CPU usage hogging virus too, i've had one that has slowed down the most simple games. Use CCleaner, Reg. Mechanic, AVG etc. and clean everything out and see if it carries on happening.

Or like above do a fresh install of the graphics drivers.
 
Hi, thanks for the replies. I just got a new graphics card and tried the game again, but the problem is still there. i realize that if i restart the computer, the framerates would be ok, but after a while of playing, the framerates slow down. i checked and nothing is draining the cpu or ram. I regularly use CCleaner and AVG.

I plan to format the computer if i can't find a solution. Any other ideas?
