I did little more digging. the security system I am using CAN record in 1080P. I just switched it a few minutes ago.
the VGA mode (whatever VGA means, anyone?) was set at "1024x768"

A couple questions
-what is 1024x768?

-what is VGA?

-and since my system is capable of 1080P can I render the footage I currently have that is set at the 1024x748 format to 1080p? if so, how can I achieve this?

1024x768 is the screen resolution.

It is usually quoted as width × height, with the units in pixels: for example, "1024 × 768" means the width is 1024 pixels and the height is 768 pixels. This example would normally be spoken as "ten twenty-four by seven sixty-eight" or "ten twenty-four by seven six eight".

If your video card and monitor can achieve 1080p then it's possible.

Great! Now all your video will be stored in HD. Do you have any other settings such as quality settings or bitrate?

If it's already recorded at 1024x768, you can convert it to 1080p but the quality won't be better. You are basically taking video and stretching it to 1080p.

This ^^^. Really it would probably look better leaving it at 1024x768.
