Upgrade? Or new computer...

My brother says that I should go for a new computer, upgrading it would be like "putting new parts in an old car." This is everything I know about the computer, if you need to know anything else, ill try and find it. Opinions please :O

Processor : Intel(R) Pentium(R) 4 CPU 2.60GHz (2 CPUs)
Memory : 1024MB RAM
Video Card : Radeon 9250/9200 Series AGP 128MB
 
Is this a pre-built machine like a Dell, or custom built? I would recommend going with a new system with new technology, such as getting an LGA775 CPU and motherboard, PCI-E capable GPU and mobo, SATAII HD, and 2GB of RAM. That way it will also be easier to upgrade down the line.
 
Its a custom built. Would there be anything I could scrap?

Edit : Going for a decent gaming system, one that would run Neverwinter Nights 2, Oblivion, Two Worlds. Pretty much all the games that are coming out.. :)

Possibly keep the ram but oits prob 184 pin. basically all new ram is 240.. and when you said you have 2 CPU's do you mean you actually have 2 p4's on one motherboard? Thats how they used the old dual core's before.!!
