Can I upgrade from WIN 7 Home Premium 32 bit to WIN 7 Home Premium 64 bit?

Nope. You would have to do a fresh install to change from 32bit to 64 bit.

Need to do a custom install and wipe your HDD if you want to go from 32-bit to 64-bit. That applies for any Windows OS.

I think it has more to do with changing the OS from 32 bit to 64 bit than money.
