Upgraded card and still can't play fluidly?

This is my setup:

Mainboard : Asus P5LD2
Chipset : Intel i945P
Processor : Intel Core 2 Duo E6420 @ 2133 MHz (OC'd to 2700MHz)
Physical Memory : 3072 MB (3 x 1024 DDR2-SDRAM )
Video Card : ATI Technologies Inc Radeon HD 3870
Hard Disk : WDC (250 GB)
Hard Disk : WDC (500 GB)
DVD-Rom Drive : HL-DT-ST DVD-RAM GSA-H54N
DVD-Rom Drive : MagicISO Virtual DVD-ROM0000

I bought the new GFX card last week and installed it last night. I have great graphics but from time to time it freezes for a second.

Say I take COD4... I'm running at 90 FPS then when I get to a area that is long in depth, it goes down to 60 or so. Same with TDU, when there's racers that pass by me, it freezes for a bit.

I'm running 2x 22" inch screens, I don't know if that has anything to do with it... probably not. Anyways, this is bugging me. The settings on my card are set to be "application managed" and "balanced".

sometimes, having dual monitors enabled will mess up games. for example, with the setup in my sig, i cannot play doom3 at all unless i disable one of the monitors. its a known glitch that there is no fix for. maybe that has something to do with it
 
Tried with a single monitor and I didn't notice a difference. Also, my anti alias only goes up to 4x. Is that normal?
