upgraded RAM, comuter is slow / won't boot

I recently put 64-bit vista on my system, Asus A8N-SLI deluxe, 2 gigs corsair xms ram, dual 6800 gt's. It worked perfectly. I then put in two more sticks of ram to make 4 gigs, this time using corsair value ram of the same speed. I read reviews of the ram, and several people listed positive results using it on this motherboard, so compatibility shouldn't be an issue.
My system now boots normally usually, but it is ungodly slow, so slow that the mouse pointer moves a couple of seconds after I move the mouse. Basically it is unusable. I'm not sure what the issue is. I tried reformatting completely, and the problem still exists. Any potential solutions?

I have tried putting one stick in at a time, in both slots, and the system runs fine when I do this (with either stick in either slot). However, I'm pretty sure it's only reading 1 gb instead of 3 when I do this. When I put both in is when shit hits the fan. I noticed the RAM settings in the bios were all different when I put in the new RAM versus the old, they were set to be slower. So I tried manually changing the settings to the faster speeds that were automatically set with the other two sticks. Still nothing, if anything, it was even slower.
The old ram is corsair XMS, the new is corsair value. They are all 1 gb pc 3200 sticks. They have the same latency listed by the manufacturer, and the timings are slightly different.
