Upgrading and stuck

So ive gotten stuck lately on what kind of card i want. ATi in the past served for so long and even when it was 5+ years old was better than a lot of decent cards today. It burnt out a while ago and had to get a cheap card just to be able to use computer (nvidia 8400gs lol its bad). Ive been saving for a new computer and now ive gotten stuck between a HD 6950 or a GeForce GTX 560 Ti (Fermi). At first glance both are around the same price(hoping will drop when new stuff comes out later this year) and i cant see the difference besides effective memory clock and stream processors, i havent been into computers for that long and have no idea what either of those are (if i remember correctly arent stream processors small processors in the card?)

the price diff in the 6950 is justified by the chance that it can unlock its shaders and overclock a little into a 6970, it isn't a guarenteed thing, but there are a high percentage of cards that can from what i've seen.
