yours is 10 bucks more ans since the value of USD is bigger than CanD, it makes the difference even bigger, i'm surprised tigerdirect.com have higher prices than the canadian version :)
 
The link there shows the RX2600XT bought here with a 1400mhz memory and 800mhz core clock.

The one in tomshardware has clock speed of 800MHz and effective memory speed of 2200MHz (1100MHz x 2 = 2200MHz in DDR mode), and thats the stock speed of HD2600XT

The MSI HD2600XT OC you posted in your earlier post has clock speed of 850MHz and 2300MHz

And 50MHz increase in clock speed and 100MHz increase is still not enough to beat a stock 8600GTS

And most of the 8600GTS sold in newegg are overclocked as well
 

For a mid range card you can start off with a good 450w model. Most are looking at larger supplies for ocing purposes over a stock system. When seeing manufacturer's recommendations for certian higher end models they take ocing into consideration when pointing at supplies over 500w. The card you select will depend on two things mainly. Those are budget and application. For occasional gaming and multimedia you don't have to spend $300-$500 to go with the latest "bells + whistles".
