Upgrading my computer for Sims 3, suggestions?

My computer meets the system requirements for Sims 3. However, I bought the game, installed it, and I was able to play it for a few moments....until it crashed. This went on many times. I tried everything, I even reinstalled it, but it still crashed. To make it worse, the graphics looked bad because of those jagged lines, and the game was lagging a bit.

So I'm thinking of upgrading my computer with a new graphics card (EVGA nVidia GeForce 9800GT 1 GB), a new processor (Intel Core i5 or i7, not sure if this is necessary since i3 is still good) and add 2GB of RAM.

I need to get all this, but I'm under a very tight budget. I'm not a computer whiz, so I don't know if replacing my current specs with all of these will be compatible, nor make the game work. Is there anything that I need to consider? Do you guys have any suggestions? Help?
 
first try updating your drivers, also the jagged lines are due to the resolution being very low. there are many reasons for crashing and a new video card may be needed but first you should look at the software possibilities.

What are drivers? Software? Please elaborate. And the jagged lines, I tried setting the resolution high to rid of it, but the graphics still looked bad.

do you know what your monitor is, as the monitor may only go up to a relativley low resolution so the lines may always be there, is it like that in any other games? and for the drivers

My monitor is Dell IN1910N and the resolution is 1366 x 768. Oh man, don't tell me I have to change the monitor too! Sims 3 is the only game that I installed and those jagged lines are so distracting.

i think it is the monitor, but i can't really say it is since i can't see the exact way the lines look, can you either take a screen capture or a picture of the screen so we can definitely way.
