My first choice for a PSU is the CX600M but is there any PSU's with fan control for the same price?

Well isn't it pretty obvious that you don't buy stuff you don't need? ;)

I don't think there are any PSUs with fan control for CX600M money, so I'd just get the 600M.
 
Not even sure why you'd want fan control. The 600M doesn't even turn the fan on until about 40% load.
 
Well now that we've established that i'll be buying a new PSU what are some other 50 dollar upgrades that either improve performance or lower temps. Perhaps buying a CPU cooler would be a good idea so i can overclock my CPU, or replacing my GPU cooler because the stock one is pretty loud.

It does, but it's not loud by any stretch of the imagination.
I have CX430, CX430M, CX500M and CX600M in builds, fan is always spinning.
Only PSUs that I know has the fan turned off is Corsair RM-series and Fractal Design Newton R3 series.
 
Seasonic X series fan doesn't turn on until quite a bit of load is put on it. Even then, from what I hear the fan is silent.
