Upgrading or Buying a new PC

Hello Computer forum folks :D thanks for checking the thread out :)
I have this problem with my computer; basically its not great.
Recently i bought a game called RIFT, and i can play it just by managing to drag myself across the line, so theres not much enjoyment in it since im having a lot of frame per seconds laggs and such :)
So i was starting to wonder;
"Maybe its time to get myself a new computer? OR upgrade the old one?" :)
So, i would love to hear from you guards regarding my thought :D
Ill try and link you my PC specs, so you can decide if its all crap or if theres actually something which might be worth working for :)
EDIT: I have no idea how im supposed to post my specs, since the report is around 200 kb or so :s any help please?

im playing rift as well. and i was getting poor FPS with my 46xx series ATI Radeon card and upgraded to a 5750 and its still not cutting it. i have a quad core thats running at 2.2ghz. im going to be getting a 560 GTX Ti from EVGA to see if that fixes it. Rifts graphics are pretty up there and take a good computer to run it even at medium levels with decent FPS

ah, i see :) thanks for replying by the way :D i must admit, ive got no clue about the quality of your radeon card, sorry :p
