Upgrading to 16gb ram question

So I read that cas means timing and my options are
2400 mghz 16cas
Or 2800 mghz but 18 cas

My laptop supports up to 2666

It's only one dim and I would upgrade to 32 later or should I just save a few bucks ano not worry about cas at all. I just game and stream.
Also if I get a higher mghz ram say like 3200 it would just default to 2666 right but would it be stronger because I found a 3200 mghz at 16 for a few extra bucks and I would buy it if it just made the ram more redundant and not ever work at full would keep it cool?

Honestly im not that bad with computers I'm just wanting someone to tell me not to worry and to just save my money and get 32gb at 2666 now

What specific laptop do you have? Unless its a gaming laptop, I doubt it supports 32gb of ram.

32 is kind of a waste for most workloads, what exactly are you trying to gain?

What are you doing to want 32GB of RAM? 16GB is plenty. If your computer is slow or something then RAM won't fix that.
