Upgrading

I bought my pc from pc specialist just over a year and a half ago without researching the parts inside enough or knowing I should have built it myself. I initially wanted to slap a new GPU in their to make it good enough to play gta v, however i am worried that i will bottleneck the system.
Here is my pc now:

CPU: AMD A6-6400K Dual Core APU (4.1GHz) & Radeon™ HD 8470D Graphics
MOBO: ASUS® A88XM-PLUS: (M-ATX, DDR3, USB 3.0, 6Gb/s)
Ram: 8GB KINGSTON DUAL-DDR3 1600MHz (1 x 8GB)
GPU: 2GB AMD RADEON™ R7 250 - DVI,HDMI,VGA - DX® 11
PSU: CORSAIR 350W VS SERIES™ VS-350 POWER SUPPLY

My budget for the GPU is £100-£150 (I was thinking a 750ti and then using the £50 to get a better psu) and then I have around £300 to make upgrades elsewhere in the system.

Yes, the main problem you will have with upgrading your gpu is the limitations of your psu, so it good your have budgeted for a new one.
The next question is at what point is your cpu going to start to bottleneck the gpu and that can depend on the game, unfortunately gta is a cpu demanding game.
After doing some research it seems that any cpu slower than a Intel Core i3 4330 will start to have problems at 720p at low setting in gta 5, so upgrading your gpu will have little effect as you are going to be limited by your cpu in this game.
The A6 7400k is only capable of an average of 28fps at 720p with low settings.

Is there a cpu that you can recommend that will run the game well which will fit the socket of my mobo or is it worth getting a new mobo as well?

The best cpu that your motherboard supports is the 7870k:

The A6 7400k (close performance with your cpu) with a AMD r7 240 gets 28fps in gta5
The 7870k gets 62fps with the exact same AMD r7 240. The fact you have a r7 250 means you should see an even bigger difference. Also the 7870k seems to be able to push much more powerful cards even in more demanding games like gta5.
