Urgent help comp wont boot

Hey
My computer wont boot I put in the windows 7 disc to repair but the computee wont boot from it it doesnt load from the disc I tried to even make it auto boot to load the disc in bios but doesnt work the computer gets to the winsows is starting screen then freezes for hours
 
How do I run a diagnosis on my hdd when it wont boot, any ideas on how I fix it? Thanks guys, im not sure what brand of hdd it is

  1. Are you using a legally purchased/acquired Windows 7 disk? Is it a Windows install disk from a manufacturer (Like Dell, Toshiba, etc...)? Are you sure it is the operating system reinstall disk and not a diagnostic/utility disk?
  2. Is the Windows disk scratched, bent or damaged at all?
  3. When was the last time you used the CD/DVD drive, have you had any problems with it? Did it work correctly the last time you remember using it?
  4. Are you sure you set the BIOS boot option list with the CD/DVD drive at the top of the list?
  5. Can you still get into BIOS?
  6. What kind of computer is it, also include manufacturer/model & any changes you have made to hardware and how old it is. OR is it a computer you built? If you built it please include specifications.
  7. Are you dual-booting any other operating systems, or are you only running Windows 7 on that computer.
  8. Were you doing anything to the computer before this happened, and how was it running until this problem happened?

Sorry in advance for any errors I make on smartphone
1: its original disc windows 7 bought it at a store
2: disc is fine
3: I used the drive 5 days ago fine
4: yes its cd and dvd
5: yea I can but it wont boot from cd just goes into starting windows 7 and freezes
6: its a toshiba satelite laptop p300 model no PSPCCAA-01UO13 it did this 3 days prior however I was using vista and it wud boot from cd so I installeed windows 7
7: shud only be win 7 however when I click start winsoqs noeemally it freezes on windows vista oading screen
 
If you can get into safe mode I would have you run several commands, so can you get into safemode?

I would also check the optical drive to be sure its plugged in securely.
