Urgent help with my psu

Hello everyone! I just registerd because i need some urgent help.

Ok, so I just built this brand new PC With a Corsair ATX VX 450W Power supply
Everything is properly connected but when I press the ON button on the computer the fan inside the psu spinns for a few seconds then suddenly stop.
Note that nothing else powers on, only the PSU fan goes on, spinns for a few seconds and stops.

I think its a short circuit but any PROFESSIONAL opinion would be great!
Any other comments are welcome too just keep it serious

So just the PSU fan spins? No fans on the motherboard or case fans? Are you sure your CPU fan is connected correctly. Some motherboards will not power on without a CPU fan connected (IE putting it on the wrong header) Does your motherboard have a light on it to confirm it's getting power? Are you sure the motherboard isn't grounding itself to the case? Confirm you have standoff's between the motherboard and the metal of the case.

If nothing else works, I'd suggest tearing it back apart, then rebuilding it piece by piece. Confirm the motherboard is properly set on stand offs, plug in the CPU, all the power, and see about getting the PC-Speaker/Buzzer connected. Power it on and see if you get anything different. Typically, doing this without ram will get a long "BEEEEEP....BEEEEEP...etc". if this much works, pop the RAM in and see if you get the no video beep (assuming you don't have onboard video) it should give you a long beep then two short beeps.

The light on the motherboard is glowing which indicates that its getting power. And im sure the CPU fan is connected properly, it can only go in one way so its impossible to put it the wrong way. And theres a text next to it that says CPU_FAN so it cant be the wrong connector. And the motherboard is touching the case but not too much so it would be grounding itself.
Only the psu fan spinns for about 2 seconds then goes off again
 
This happened to me. The smaller motherboard power connector wasn't plugged in properly, so I'd check that if I were you. Hope that helps, Doug.
