usable RAM in windows 7 32 bit

hi im new to the forum and not sure exactly where to post this, figured this was the most appropriate.

i run 32-bit windows 7 on my rig and just recently upgraded my ram to 2 8gig sticks or corsair vengeance. now when i open my start menu and right click computer, then go to properties i look at my "installed memory" statistic which says verbatim

16.0 GB (3.25 GB usable)

I'm wondering why my pc is only using 3.25 gb of my ram, is there some setting somewhere i need to change? when i had only 2 2gig sticks it also said this but i thought nothing of it. any help is greatly appreciated!
 
32 bit operating systems can only utilize a maximum of 4GB of RAM.
To use more you would have to upgrade your OS to a 64 bit version.
 
also, i just had to flash my bios because i got a new cpu, am i going to have to reflash the bios when i switch to 64 bit?
 
Yes you must have a 64-bit compatible CPU in order to use a 64 bit OS.
Have you looked up your CPU yet to see if it is compatible?
 
Open System by clicking the Start button Picture of the Start button, clicking Control Panel, clicking System and Maintenance, and then clicking System.

Under System, you can view your system type.

You don't need to reflash the bios if your cpu is 64 bit. You just need to reinstall Windows with the 64 bit version of Windows
