USB doesnt work on PC but does on TV

Hello, I have a external hard drive where I have some movies and I connected it to a tv and it does read the contents, but when connected to a pc, windows wants me to format it and says it is not a recognized file system. I reconnect to tv and it works. Any idea what is going on and how i can fix it?

How is the drive formatted? Ntfs, fat, fat32, or something else that windows doesn't recognize?

Then there why windows doesn't recognize it. Should be formatted fat32 or ntfs.

i found out this happened because tv locked the files. anyone have idea what to do?
