usb drive not formatting to full capacity

So I have an 8GB flash drive. I recently created it as a bootable drive and haven't used it since then. Today I take it out and try to format it, but win 7 only lets me format it to 1GB. I try it on XP and it lets me format it to only 1.91 GB. Is it a bad drive or some other problem?
 
Go to disc management, you should be able to redo the partitions just like you would a normal HD (this might not work on all USB drives though).
