USB Not working after install

I installed an new ethernet card and a 4-port 2.0 USB in an older PC. These were installed in the PCI slots. The ethernet card is working as I got on the web with the DSL. The OS is windows 2000, with SP4. The 4-Port USB 2.0 does not seem to want to work. I got the following message: "an error occurred during the installation of the device, the installation failed because the function driver was not specified for this device instance". I also got the message: "this device cannot start (code 10). Under the device manager I have those yellow dots with the exclamation mark on the USB hardware I installed. I uninstalled this device and restarted the PC several times with no change. Do anyone have any idea what might be the problem?

Does the USB card have a USB device manager on it? or is it using the one on the mobo? Correct me if I'm wrong but I don't think Windows 2000 supports USB 2.0

How do I very if the USB has a device manager on it? No sure if it's using the one on the mobo? How can I verify if windows 2k supports it? Thanks for your help.

2) Next, open Device Manager and look under the heading for USB Serial Bus Controllers. If there is a device with a yellow exclamation mark next to it such as USB Mass Storage Device. Double-click on the entry and check the Device Status. If the status shows something like

"This device cannot start. (Code 10)"

proceed to Step 3.

3) The easiest way to solve a USB error code 10 in Windows is to follow the steps below to remove and reinstall all USB controllers.

A. Click on Start
B. Right Click on My Computer, click on Properties
C.Click on the Hardware tab
D. Click the Device Manager button.
E. Expand Universal Serial Bus controllers section.
F. Right-click every device under the Universal Serial Bus controllers node, and then click Uninstall to remove them one at a time.
G. Restart the computer, and allow the computer to reinstall the USB controllers.
H. Plug in the removable USB storage device, and then test to make sure that the issue is resolved.

USB Followup

I tried that, but it didn't work. I will keep at it. If it can be done I will do it. The only thing I can think of that maybe a 2.0 USB is not compatible with windows 2000. Again the PC is old, a pentium II.
