like that because the vantec uses 2 cords... one 4 pin to the power supply and a 3 pin for control?

Not uncommon fault from Asian product to have incorrect spelling or details in translation.....
12.5 watt would be close to correct power consumption: Electrical formula W=VxI
Should be 12 Watts

On your last question it depends on what available power plug/socket you have.
