ventilation for tower

I am making a new computer desk. the tower will sit on a low slide drawer in a cabinet. my question is should I put a hole (s) in the side of the cabinet and mount a fan to cool the chamber, or will the internal cooling be enough? Has anyone done something like this? I have a fan that can change directions, so one brings fresh air in, and one exhausts. You just turn the fan around. does this seem necessary?

As per John even with CLC type of cooling you need a place to dump the resultant heat load in the air, being hot boxed into an enclosed shelf is not desirable.
