VGA cooling, PSU, ..etc.

This is a budget sysem, so I want to stay away from any Big Typhoon's etc.

Part1:
I have a 6800xt that was running at 58C idle (it's only been run about 12 hours). I took off the stock fan/heatsink, so now I have to replace the thermal paste. Should I just replace the old fan/heatsink and use it regardless of that temperature, or would this lower the 58C significantly:

Anything in the <$15 range is fine if you'd like to help me out. :P
The card's power connector is also a 2-pin. Is there a converter for that? Also, are ram heatsinks really necessary?

Part2:

I like this case because of the included front and back 120mm fans (as well as keeping below $60 with shipping). On a stock-clocked system, do I need to worry so much about airflow, or would mostly any case be fine?

Part3: PSU

At most I would have a video card, two optics drives, two harddrives, a floppy, and a dual-core processor probably with stock-clocks. Is this fine, should I look for a higher 12v rail, or should I get 2x12v rails?

I am very thankful of any suggestions. I've spent probably 50+ hours research trying to put together a budget system with upgradability but, unfortunately I still need help deciding on most factors. :D

58C for your graphics card is perfectly fine. Just get worried when it tops 90C. The cooler that Ku-sama suggested is a lot better than what you have, though.

The case is great. dual 120mm is ideal.

Both power supplies Ku-sama suggested are a lot better.
