VGA to GPU

I just inserted my gpu and installed the drivers. I hooked up the monitor to the vga on the gpu and the display shows up skinny with no icons and you can't even open the task manager. What is wrong?
 
Boot into safe mode by hitting "f8" after POST, before windows boot. Uninstall drivers through the device manager (right click My Computer -> properties -> hardware tab). Boot without drivers to ensure the problem in fact stemmed from the drivers. Attempt to reinstall drivers from

First and easiest thing to do.
