VGI port not detecting a monitor

I am trying to set up dual monitors on my Dell Studio slim 540s with an upgraded video card. The video card has a DVI port and an HDMI port. That card is functioning properly. The VGA port however will not detect a monitor no matter what I do. I have tried just about everything I can think of. Is there something I need to do to activate the VGA port. This would make no sense to me considering it is integrated into my mother board. I am at a complete loss.

I have tried to connect my monitor that I have plugged into my ATI radeon HD 3450 video card via DVI into the VGA port to see if the port would work as a default port. It will not put out any signal at all to any monitor. The monitor I have hooked up has an auto detect feature. So I know that I don't need to change it over to VGA.

I have reset the computer with the Dell factory image after I purchased it from my friend. So all the setting in the computer are exactly as they were when the computer was purchased.

I have been told it could be something in the BIOS settings, but I do not see anything in there that has anything to do with my video card.

Are you using the VGA port on your motherboard? If so that will not work. Since you have a dedicated video card in the system the onboard is disabled. I do not think that you can use them both on that system. You will need run both monitors off of the dedicated GPU.
 
You cannot connect a VGA cable into the integrated chip on your Motherboard if you are using a external Video Card.
