via laptop windows

Can i use my laptop to transfer windows 7 ,on a disc, to a new hard drive,i have all cables to connect hard drive to laptop.

No, Windows actually has to be installed on a drive while inside the machine its going to be used in. Is there any reason why you can't do that?
 
You should be able to boot from USB from the boot options, but it will be incredibly slow. I don't recommend it.
 
When i try to install from my Windows 7 home premium disc that i have used a couple of times i get a message,saying there is no boot manager,
so i cant install from the disc.
 
Sounds like either the disk isn't bootable any more or you aren't booting to the CD. Go into the bios and change boot order to cd drive first and try again.
