Vibrating pixels in a monitor

Hi,
My desktop's monitor (almost central part) appears vibrating or flickering. What could be the reason for this issue? Is this something associated with RAM or the monitor itself?

Have you made sure the video cable is tight and secured with the thumb screws? The video could be going out on the pc, not sure if you have a dedicated card or integrated video.
