I think hes generally speaking of the technology that replaced AGP, which is called PCI-E (PCI-Express).

Yes unless you want to use a PCIe X1 video card. But there is PCIe X4 and X8 slots but you dont see many PCIe X8 slots, they just wire a PCIe X16 slot for 8 lanes.
