Video Card issue

I was lucky enough to have my brother purchase a new computer for me recently and just received it, when the computer arrived the ram was not seated, the dvd drives weren't connected to the power supply, and my video card was swimming around in the tower, my brother purchased the system through ibuypower.com

The issue I'm having is after connecting everything and I hook my computer up the video does not display, at one point the video was displaying, but on moving the pc it cut out to a black screen again. Also starting up there is a long beep cut off by 2 very quick beeps.
My vid card is a 9800GX2 1GB EVGA
I have a EVGA NVIDIA 780i Motherboard

I've double checked to make sure the videocard is completely inserted and is, as well as the ram.

Anyone have any input? Should I just ship the pc back or is there something I can do on my own? Their tech support just told me to take the card and ram out and put it back in and try again which has not improved my blackened screen at all.
 
If I were you, I wouldn't have touched the machine and called them right back demanding they do something about the horrific build quality. It still may be worth a shot, but after you've messed around inside, they could say you messed it up...

That beep code sounds like a no video error. Confirm all power connectors are plugged into the GPU. Check the card, motherboard, and anything else inside the computer for scratches on the boards. It should matter, but be sure you're using the number 1 video output (they are usually labeled) If possible, try it in another machine.

I've seen a few computers were removing the card, powering the system, shutting it down than re-inserting the card makes it work...

Of course it wouldn't be a bad idea to confirm everything else is seated securely and nothing is shorting out on the case.
