Video Card Problem

Hi, I have an ATI x1900xt given to me. When I first boot up the computer the video card fan seems to be very very loud. It takes like 5 mins before anything shows up on the monitor or sometimes I have wait a few mins and turn off the computer and back on again to see anything. When it starts to display things on the monitor the fan calms down.

Is this video card repairable? or is there a way to make it show up right away?

Sounds like a defective card, can you try a different card to confirm. Defective cards can't be fixed.

I have tried booting up with a different card and it works just fine. If I leave this card running 24/7 after it starts to display it seems fine. Just seems to be a problem if I decide to turn it off completely and want it on again.
