video card problems, help

ok, here's my situation. i picked up a dual core(amd 4400+) to kill time until my rma'd phemon is gets here. i overclocked the processor to 3.0ghz and playing counter strike souce was fine then shuts off and rebooted. i guess 3.0ghz wasn't stable so i used optimized default settings. then got into windows and it rebooted but now with no input to the monitor. i cleared the CMOS, battery, etc. nothing worked. I tried my old video card (2400 pro) to replace my new video card (3850) and same thing happened. Then i replaced the 2400 pro with my nvidia 7600gs and it started up? wtf??? then got it running and ran it to the last known settings. everything works fine with the 7600gs. i uninstalled cystalized center and pluged in the 3850. still doesn't have input in monitor? so i thought i had a bad video card. so i brought my video card to my cousins house as he's running a similar set up and it started up right away with no problems? sorry for my lack of terminalogy as i'm still a noob in this computer stuff. any help would be appreciated.

Try unplugging it fully from the wall, sometimes its not enough to just take the batter out, actually physically take out the cable and wait for all the residual charge to drain away, then try again.
