Video card questions

Hi there,
I have two questions that i need to know the answer to. I am currently looking at upgrading from a 512mb card to a 1gb card.
1. When the video card box says "minimum 400w, etc, can you have any lower wattage than what it says?
2. I have an intel core 2 duo(2.93GHz), 4GB DDR2 RAM, and an ATI Radeon HD 4350 512mb video card. When i play games like flight simulator, when smoke appears, it slows right down and lags. Also some other games run, but dont run smoothly enough to get the full experience of the game. If i get myself a 1gb video card, will this stop, and will i be able to run games with hardly any lag? I mainly want to be able to play Arma 2, so will i be able to run it smoothly with my hardware?

If the box says your system requires a 400 watt power supply, they're not saying that trivially. So yeah, you're gonna need a 400 or 500 watt power supply.

I'm not that familiar with the newer games, however, your video card is kinda average or below average in performance, so an upgrade should make a noticeable difference in smoothness and performance.
