OK so im building a computer and i have pretty much everything picked out i think except for a video card. I want to spend no more than 80 dollars on it and it needs to be an AGP 4x/8x slot so what would be your advice on this. Also it needs to have 2 outputs like one dvi and one vga or 2 dvi. thanks

What is your intentions with this machine?
 
If it's for gaming i'd look for a 6600LE. Finding it for $80 might be difficult, but hopefully not impossible. Keep in mind that anything at this price range won't play modern games well. If you want something cheaper, maybe a 6200, but that'd really be only for older games.

If it's not for gaming, either go with the 6200, or perhaps something even cheaper.
 
Radeon 9250 should cost about $60 after taxes (USD)
I play HL2 maxed out with one of them and a celeron chip with 1GB ram
Not a lot of features, but they are an excellent card for the price (128MB @ 64bit)

If you do get a 9250, remember that not all of them have a DVI connection. Nice pickup though. It'd probably be worth upgrading to a 9600Pro, as it's still well within his budget and will offer significantly better performance. I used to have the 9600Pro, and it would play most games quite well. HL2 would run on high quality at 1024*768 with generally >60fps.

If you're considering second hand equipment, you may be able to find a used/refurbished 6600 at this price.

As an aside, what do you mean by 'maxing out' hl2. What resoultion, and with/without AA/AF, and what (approx) framerate?

Btw, newegg has the 9250 at $34, the 9600Pro is $66.

well...it's as maxed out as the card allows
Like I said, it doesn't offer a whole lot of features, but I had it on the highest setting (I can't remember which...it was the one with (LCD) beside it) with all the features allowed on (ie. shadowing, reflection, etc). It sits around 60fps in HL2 but drops to about 40fps in source (map dependant)

It's not overclocked or anything
and I am running it on a 2.66Ghz celeron with 1024MB DDR400 (the ram helps a lot)...you don't need the best, most expensive hardware if you know how to use and set up your existing hardware properly.

I agree though, the 9600 will deliver better performance, and it has several features that the 9250 doesn't

I got a 6200 256mb that has been OCed by DEFAULT to 375/800 then i OCed it to 400/800 and today I OCed it to 460/820 and running nice, and I got that for 40$, and I can play all the modern games I have tryed to far :P
