I am looking for a basic Photo/Video Editing program that is free Download?

You can't get any more basic than Windows Movie Maker. I used it all the time in XP, but the idiots removed it in 7 and I have not been able to install it. I just use Wondershare.

You might also be interested in Freemake which will convert videos.

As to photos, many will recommend Gimp or Paint.net. I personally use Photofiltre.

And if you find GIMP a bit to confusing, Irfanview is an excellent choice!
