Find somebody who knows how to code for starters. A website designer. Just keep asking around I guess. Maybe start with chat and build your way up? You can make a basic website (use Dreamweaver) or get your own forum. Tag boards (also known as shoutboards) are something you can implement.
When you're ready to publish your website you'll to find a good website hostage plan, but I suggest planning out what you're going to do first, how you're going to do it, etc. Find some people who are interested in what you're planning to do, website designers, etc.
If this is for person use you can use chat programs such as Windows Live Messenger, Skype, etc. For video games I suggest Teamspeak, the Steam community or Xfire.
