Video Viewing Question

I watch alot of livestreams and youtube videos. Youtube is fine no problems. When i watch a livestream sometimes the video get real fuzzy. I watch about an hr a day an have not problem so its not the broadcaster i dont think. Is there a software that i can download to help me out with this? or is this something else doing it? Sorry i am a noob with a computer. I have a Toshiba lab top from about 3 years ago its fine i just cant play games on it.
 
It may just be the video quality on the broadcaster. Not the broadcaster itself but the video it has.
The only other thing itcould be is that your computers graphics card isn't good enough which shoudn't be the case if only 3 years old and just watching videos.
There isn't alot you can do about it im afraid. There isn't a software which can speed this kind of thing up.
Try different links and see if you can find a better quality video?
