Virtual Land Prestige 7 Screen Problem

Greetings All,

I am attempting to fix a Virtual Land 7 Prestige with what appears to be Android 4.1 Jellybean OS (?). The outer glass screen is cracked and I literally have it apart on the bench. I don't think it will be a big deal replacing the outer glass screen but, my question goes a little beyond that.

With the outer glass (cracked) removed, shouldn't I be able to press on the screen behind it and manipulate the unit as if it were together w/out a cracked outer glass screen? I am aware that it "appears" as if that clear cracked screen has a ribbon cable affixed to it. I am new to tablets and trying to help a destitute family out to save them a few bucks. Any assistance would be appreciated.

As far as I know you shouldn't touch the internal screen without the digitizer (glass) on top.
 
The top glass is the digitizer, which is what captures the user input. The LCD screen is just an LCD screen and is not capable of receiving touch input.

...Thanks for the reply:). Now that's the answer I was looking for.:good:....I thought it was more of a "protective" glass.
