Vista desktop won't turn on properly

Hello, I have a newly built desktop with vista ultimate oem installed. Whenever I turn it on and there is a usb storage device plugged in it tries to boot off that and keeps restarting until I take it out. This has happened since I built it and I want it to stop. Can anyone tell me how to stop this from happening?
