well my sisters dell inspiron 1525 with vista home premium has 3gigs of memory and 1.3 is in use with no heavy programs working and the programs that task manager shows add up to about 200mb
any idea what the problem could be

Vista uses a lot more then 200MB of RAM, are you sure that you have the check box that says "show processes from all users" checked? If so, how many processes are running?

Vista will also use a lot more RAM than XP due to a service called Superfetch. Superfetch pre-loads part of your frequently used software into RAM so that the program loads quicker when you want it. This is normal. The Superfetch algorithm will adjust to your habbits and usage over time, and as such, your memory usage will also show change.

Is this a new install perchance?

forgot about the show processes from all users
now theres like 1.4gb used but when i add up the task manager programs theres around 450mb in maybe 70 processes!
the vista came installed already when i bought it but i dont remember having that much in use when i installed on my pc, so maybe it was activated by the store?

How old is this vista installation on this computer?

What do you mean "activated by the store?" Many pre-built machines come with a plethora of shovel-ware put on by the manufacturer. You can go to add-remove programs to uninstall the items you don't need/want. Be warned that some software installed by the manufacturer may be needed for your computer to work properly. These will generally be part specific drivers and configuration utilities (like for a Synaptic touch pad).

its 5 months old activated as SuperFetched.Enabled = true(lol) theres a lot of shovel-ware on it but i dont want to remove-add anything on it so i dont have to fix it later on cuz i dont really bother fixing win i just reinstall a fresh one on C://

since you mentioned touchpads i cant find a driver for my #1 laptop dell inspiron 9300 all works except my scroll which works in suse linux

Have you installed a lot of applications that have services that load on boot? Anti-virus, anti-spyware, iTunes, printer drivers, Adobe software, etc...

If you re-install the OS from the manufacturer's disk, you will most likely be re-installing their add-ons as well. Many manufacturers come with a drivers and applications recovery disk. This you may want for the drivers, but some you can't avoid installing all the extra junk. It doesn't hurt to uninstall software you don't want/need, provided you know what you are uninstalling.

Four your laptop drivers, head over here.
