Vista Increasing performance

Well I got vista ultimate, it was good but I really didn't like the performance so I followed some stuff online. Like making a paging cache thing on my 2nd hard drive the paging file is 3gb big, I don't seem to notice but my memory usage seemed to go down like 2-4% Its always at 45-49% it never goes above. I turned off aero which is probably what makes vista, vista. I got 10-20 fps boost. But my processor does something weird. In my games, doesn't matter happens in all of them. It will idle at 70% load then will go to 100% and cause the games to slow down dramatically. I'm probably getting a new cpu soon anyway in about 12 days. But should it do that? It stays at 100% over a minute then will go back down to 70% but it will randomly do it. Is there a way to get a cpu performance boost?
 
that is an older processor so the new processor will definetly help. Let us know if it does the same thing with the new cpu
 
It's not simply the model cpu but a look at what other things you have loading up along with Windows that can be disabled in the msconfig utility. Another thing you will notice even more is when moving out of a single core cpu into a dual core model with Vista. A combination of things can make a big difference at times.
